This is a slightly different problem. Here, you don't have network yet, so sm-notify can't lookup the server to inform it of the reboot. This is a pretty tricky problem, but one I think that can be solved with some TLC in the sequencing of statd and mounting. I'd suggest opening a new bug and linking back your comment from it, so that we can evaluate the problem. Also if you can try a similar setup in 11.10, the way the network comes up has changed somewhat, and may solve the issue.
