Public bug reported:

When I'm at the Desktop and I press F10 > left-arrow-key, I'm expecting
the keyboard focus to shift to the Power-Cog. But instead I get a small
window that pops up in the middle of the Desktop that says "Ubuntu
Help." If I put focus on the Power-Cog and then hit the right-arrow-key,
I get a different popup window that begins with "New Window" (see
attached screenshot to see what it looks like).

There is a hidden menu for the Desktop that is invisible and not
accessible by the mouse. It is preventing me from gaining quick access
to the Power-Cog because pressing F10 puts focus on the Messaging-
Indicator, yet pressing the left-arrow-key when on the Messaging
Indicator moves to the invisible Desktop-Application-Menu (not the
Power-Cog). That is, I can't do my normal trick of pressing F10 > left-
arrow-key to reach the Power-Cog.
