I've been vaguely aware of this bug for a while, but never took the time to work out what was going on.
For me, it seems that if Konqueror is called by an external application, the system default (Kubuntu's) view profile is loaded, and the menu items to load another aren't there. If, however, I call Konqueror manually (from a terminal, or launcher) then these menu items exist, and my own default view profile is loaded.
