I've looked in kmailrc file. I saw that MessagePaneHeight=0 in the [Reader] section, but I don't know why.
I changed the value to 100, and the panel became visible after restart kmail. When this property is set to 0, it seems not possible to restore the panel height with the kmail GUI. I Think that this default can be blocking for many users.
