Public bug reported: Clean install of Ubuntu 10.04
Set panel to autohide and various apps to start on boot in 'Startup Applications'. On login apps open maximised, moving the mouse over where the panel is and it doesn't show (or shows underneath apps) Minimise/un-maximise apps, click on the panel and panel will from that point always remain on top. I would expect the panel to always be on top.
