I understand now what's happening here, and have a tentative solution,
described in bug #864149.  grub is starting the kernel with the console
in graphics mode, but nothing in the initramfs ensures that the kernel
is able to pick up access to this graphical framebuffer.  Forcing vesafb
to be loaded on boot as a fallback (which we already do when plymouth is
not in the initramfs) will take care of this.
