To reproduce:
1. Open any program having File menu, e.g., gedit
2. Press Alt-f
3. You will see the File menu fails to open
This problem occurs in new versions of Ubuntu, e.g., 11.10. Old versions, e.g., 
10.04, were ok. I hate to use mouse to open a menu, it's slow. And it's no need 
to modify this key behavior, I didn't see any benefit.
