Just to follow up on this bug, the Toshiba Tecra R700 exhibiting this problem was sent back to Toshiba for repairs, the mainboard was diagnosed faulty and replaced.
The repaired system suspends and resumes OK and without problems. So I guess this bug can remain as invalid, and I once again offer apologies for raising a bug for faulty hardware.
