@didrocks; bug description updated with the new Gnome3 system setting
categories.

** Description changed:

In usability testing, participants didn't find the system settings.
They expected to find an icon in the Launcher.

  Desired solution:
  - Add a 'system settings' icon to the launcher. This icon should be present
in the launcher by default after a fresh install.
- - Add a launcher quicklist that links to Personal, Internet and Network,
Hardware, System and Other setting categories.
+ - Add a launcher quicklist that links to Personal, Hardware, and System
setting categories.
  - The 'System Settings' launcher icon should be positioned directly above the
workspace switcher icon.

Note that this change only applies to fresh installs. Users upgrading
to Oneiric should not automatically have this icon added to their
  launcher.
