The "cups" module is provided by the python-cups package and /lib/udev
/udev-add-printer is part of the system-config-printer-udev package
which depends on python-cups (at least in Oneiric).

Probably there are some files corrupted on your system. Run the commands

sudo apt-get install python-cups
sudo apt-get install --reinstall python-cups

in a terminal window to get this fixed.
