When you click on an icon in the panel, a command gets executed. The user can set this command in the Properties dialog box for the icon. For the default firefox panel icon, it is "firefox %u". The %u is a command substitution of ...something. What? The help section 4.5.3.1 Launcher Commands and Locations should say, and it comes up when you click on "Help" in the properties dialog box for the icon. However, no % codes are documented here. Desired behavior: They should be.
