We generally require DEB_VENDOR=Ubuntu when doing ubuntu dev on Debian (the relevant u-d-t scripts should be setting this). This still requires the user to manually create /etc/dpkg/origins/ubuntu (entirely undocumented, but you need it to close launchpad bugs in .changes files)
