Just to correct my previous statement: dconf-editor can see systray- whitelist and it has 'Skype' listed. It's in desktop/unity/panel and of course the schema is com.canonical.Unity.Panel. Nevertheless, neither Natty nor Oneiric show the skype icon anymore in the systray.
