I'm experiencing this too. Immediately after logging in, I move the
mouse to the top left and the Activities panel disappears and I'm left
with the Nautilus menu along the top.  If I open the terminal, the top
of the window isn't there (the themed part where the Close button is
located.) I just have the menu commands along the top.

If I type "gnome-shell r " into the terminal to restart the shell, the
screen flickers as if trying to restart, but then I get the following
error in the Terminal (I hope I've copied this down correctly, because I
couldn't take a screen shot or copy the text):

Window manager warning: Log level 8: g_value_peek_pointer: assertion 
'G_IS_VALUE (value)' failed
gnome-shell-calendar-server[5188]: Got HUP on stdin - exiting
Segmentation fault (core dumped)

After trying to restart gnome shell, the system becomes completely
unusable, i.e. I can't type into the terminal, and there is no response
from mouse clicks. I've tried pressing Ctrl + Alt + Del to log out, but
when I log in again, there is still no Activities panel, just the
Nautilus menu along the top. I need to restart the PC before I can try
gnome-shell again.

This is the result of uname:
Linux me-desktop-1110 3.0.0-10-generic #16-Ubuntu SMP Fri Sep 2 18:32:04 UTC 
2011 x86_64 x86_64 x86_64 GNU/Linux

gnome-shell --version:
GNOME Shell 3.1.4
