Public bug reported:

1. Open a window.
2. Maximize it.
3. Hover the pointer in the upper left corner so the windows controls appear.
4. Hover one of the window control buttons.
5. Move the pointer downwards, leaving the windows control area.

What happens:
The windows controls and application menu remains visible.

What should happen:
The windows controls and application menu should hide and show the title bar 
instead.
