There hasn't been a Katakana middle dot in FreeFont for many years, since years before this report was posted.
Either you are using a very old version of FreeFont or you are seeing a glyph stolen by the font rendering engine from another font. Get the latest here: http://ftp.gnu.org/gnu/freefont/ Maintainers: Please send these reports upstream.
