changing: BUS!="usb*", GOTO="libgphoto2_rules_end"
to SUBSYSTEM!="usb_device*", GOTO="libgphoto2_rules_end" in /etc/udev/rules.d/45-libgphoto2.rules did it for the Canon PowerShot A95. I found many different typings in this bug report. so check for typos.
