I find it strange that there's no output, if you call
"/etc/init.d/apache2 start" with NO_START=1 (because of VERBOSE=no by
default in /etc/default/rcS).

I think the message "Not starting apache2 - edit /etc/default/apache2
and change NO_START to be 0." should get displayed always.
