It's more likely to be a case of "I've got no idea about it, but I'm a volunteer so it's not a requirement. Maybe somebody else knows more." syndrome. You're free to locate the fix yourself, and then it can be fixed for everybody. Everybody who works on mplayer within Ubuntu is a volunteer, and nobody knows the mplayer codebase well.
