Meanwhile, thanks for the report, but I'm marking this Invalid for five reasons. First, it has always been possible to close USC, so "cannot close software center" is not accurate. Second, USC is not the process that installs or removes software, whether it is open or closed, so "the process is running" is not accurate. Third, USC is not the only way to install or remove software, so "no locked files (APT)" is not something USC could ever reasonably achieve. Fourth, showing a confirmation alert is a clue that the design is mistaken, so we shouldn't change the design such that one would be necessary.
