I've noticed the same behaviour with my "Logitech DiNovo Desktop Laser": After boot both mouse and keyboard don't react and the "BUG at drivers/hid/hid-core.c:780 implement()" appears several time in dmesg-output.
After unpluggin and re-plugging the dongle, mouse and keyboard react normally. The problem first oocured after upgrading from etch to feisty. The dongle worked under "etch" but only in HID mode and wasn't recognized as HCI bluetooth device.
