In theory the banners could be scaled, but in practice they will usually
be based on a bitmap graphic, and scaling them down (by any factor other
than 0.5) would make them blurry. So I don't think this problem is any
more than an inevitable consequence of the fact that netbooks have tiny
screens.

It's *possible* that the current fixed size for banners is a little
tall, but changing that would make little difference here.
