I have resolved this problem and it is not a part of compiz/gnome, window decorations etc... The problem was in the Ambiance Revolution theme, which has explicitly set title_vertical_pad to 0. Since it is as issue with the Ambiance Revolution theme which is not an official theme in Ubuntu i guess this bug may be closed.
