It's unclear whether the issue really is with cgatt; since it could just as well be failing the cgdcont call but still setting the APN and successfully connecting (though NM will think it's not the case). There was a commit in ModemManager upstream three days ago about this (but for android motorola phones...).
Could you please run ModemManager in debug mode and attach the logs to this bug report so we can confirm for sure?
