We don't have an existing notification system that would work for that. We'd need to add something.
That said, you only care about this for things that have frames, no? Is there a reason that GetStyleVisibility()->mLanguage (which is somewhat different, in that I think it ignores Content-Language but does look at charset and ignores xml:lang, but we could fix those differences if we needed to) won't work for you?
