This does affect me. I managed to fix it pretty simply by symlinking py- modindex.html to modindex.html. e.g., sudo ln -s "/usr/share/doc/python2.7/html/py-modindex.html" "/usr/share/doc/python2.7/html/modindex.html" . I got the idea from https://bugs.launchpad.net/ubuntu/+source/python2.7/+bug/783751 .
