a little more information about this issue: I added a VPN connection, it did not appear in the dropdown list. then I edited it and amongst other things set it available to all users. It did appear in the list, however clicking on it in the list did not seem to fire off the usual padlock icon animation- thus I conclude it was not attempting to initiate the connection.
I tried to repeat this behaviour by creating an additional vpn connection, but after editing it and setting it available as before, it did not appear in the list!
