I got the same error when I clicked panel properties → edit menu. I've
found a temporary solution - removing / deleting xfce-applications.menu
file from /home/user/.config/menus enables to open menu without problem.

I have Ubuntu Natty :
dpkg -l | grep xubuntu-desktop                                                  
                                                                                
           
ii  xubuntu-desktop                       2.128                                 
     Xubuntu desktop system
xfce4-panel                           4.8.3-0ubuntu1                            
 The Xfce4 desktop environment panel

Definitely, a permanent fix for Natty is wanted.
