There are some bugs related to this one: Bug #668196, Bug #656519 and its "duplicates". It looks that it's suggested to remove right-click menu from title of non-maximized window in Bug #656519. The only way how to access the menu should Alt+Space shortcut according bug description. This shortcut already works even for maximized windows.
