My interesting observation for Ireland: No city in Leinster or Conaught can be added while any city from Ulster or Munster can. ;-)
Common to all failing entries is that the "Name the location" dialog does not suggest the city name but the text field is empty. Also, the application does not crash but clicking the "Apply" button will simply do nothing, the dialog remains and no city is added. Going back through the wizard and trying to add a city that would otherwise work will now fail in the same way. The wizard needs to be restarted.
