overriding LC_MESSAGES did not have the wanted effect for me. However, it did work if I unset LC_ALL, such as LC_ALL= pdftk...
I did a bit more research, and it seems this was set in /etc/default/locale. After clearing that and filling it again via the UI "Language" dialog of Ubuntu, LC_ALL is no longer set in that file (or elsewhere, for that matter; `locale` shows LC_ALL as empty), and pdftk works smoothly now.
