I think the behavior I'm seeing is very similar, but slightly different
from the bugzilla.gnome.org bug. The upstream bug report was that if you
change the image in-place, the desktop background does not change. Now,
I've always had this problem, and believe it should be fixed. However, I
had been getting around this issue by running gconftool and resetting
the 'picture_filename' setting. Even though I was setting it to the same
exact pathname, it would still cause gnome to get a fresh copy of the
image. This is the behavior that has stopped working for me.

Of course, if the upstream bug is fixed then it makes my problem moot
since I won't need to use my work-around anymore; I should just be able
to over-write the image and it will change on the desktop automatically.
