I am also experiencing a bug and have also found a workaround.  The
problem appears to be with elevation - ie the date and time app fails to
request it.  Running from terminal the above quoted command works if you
ask for elevation.  So:

   $ sudo /usr/bin/indicator-datetime-preferences

works fine for me.
