the developer of ne answered to a mail I sent him regarding this and
said there won't be internationalization of ne.
"Well, no, that won't happen. ne is a small, simple but powerful system
text editor. There are fancier editors that already have
localization...", Sebastiano Vigna.
anyway, this is invalid for the ubuntu package.
