That's far more likely a kernel driver issue than with NM, which wouldn't be low enough in the layers to notice differences in wifi signal/packets from different devices like this.
Not sure how far we can bring this without reproducing the same kind of environment. Timothy, could you please at least add the output of 'sudo lspci -vvnn' and 'sudo lsusb -vvv' to this bug report so we have an idea of the devices you have attached to your system?
