ttf-arphic-ukai from above.
My /usr/share/locale has 154 folders with various 2-4 character descriptions 
matching lanuage types while my /usr/lib/locale folder has 13 folders with 
various languages with the format (en_**.utf8) and one en_IN folder
(each asterisk is one character in this case)
and finally the /etc/default/locale file contains one line: LANG="en_US.UTF-8"
There are other locale folders hanging around too and one locale file that 
claims it is a binary (/usr/bin/locale), but these three cases seemed the most 
relavent.
