The environment variable didnt work for me either (tried NTSC and PAL).

ubuntu 11.04 Natty Narwhal
version dvdauthor: 0.7.0-1
version devede: 3.16.9-0ubuntu3

I've read on some other forum 
(http://groups.google.com/group/devede-forum/browse_thread/thread/3a62bc2e3325c71d)
 that adding <subpictures format="PAL">  (instead of <subpictures>) would 
overcome this problem, but I've not been able to test this successfully since 
both commands run without giving errors (using command  spumux -m dvd -s 0 
"./previewfile_sub.xml" 
<"./previewfile_01_01.mpg">"./previewfile_01_01.mpg.sub")
Supposedly its thus caused by changed syntax of dvdauthor?

Furthermore I've tried changing the subtitle file (UTF8, ISO 8859-1) and
verified that it should be good by checking with gnome subtitles editor.
VLC opens the subtitle just fine too.
