I entered both of those commands,

1.) sudo fuser /var/cache/debconf/config.dat   *
 Returned: *2036

2.) pm wwww 2036
*Returned:*
PID TTY      STAT   TIME COMMAND
 2036 ?        S      0:00 /usr/bin/perl -w /usr/sbin/dpkg-preconfigure
--apt


Will this help you to find out whats wrong or do you need more information
from me?
