Same here. Fresh Installation of 11.04 and no access via the indicator
panel or system settings tool.

The indicator panel applet does nothing but the spinner shows for a while when 
I launch from the systems settings menu. However
I did manage to get it to launch from the Terminal by typing:

[        sudo indicator-datetime-preferences        ]

but most of the options are greyed-out and the terminal window also
shows an error:

** (indicator-datetime-preferences:3138): WARNING **: Could not connect
to geoname lookup server: Operation not supported

Hope this helps move things forward....
