I just encountered this bug today on Ubuntu 11.04 (64 bits if that matters). My computer froze and after reboot, got this error. Ubuntu seems to boot but apparently the X server cannot start.
I can still boot using the failsafe option in grub, but after making the changes to recreate grubenv, every time I reboot something writes over grubenv and it has a size of 0 ...
