I can reproduce this behaviour consistently. For me it is occurring with any new program launch(gedit, Thunderbird, Firefox), and I am not running any of the previously listed programs (Chrome, K4B, Evolution). The unity launcher does not stick when simply selecting an already open program. Closing a running program while numlock is active also causes the launcher to show and stick.
Even more interesting is that if Nautilus is active and in focus, pressing turning on num lock shows the unity launcher even without putting my mouse anywhere near it. Toggling off numlock hides the unity bar.
