I think this might just be indicative of the general poor quality of the 2.6.38 kernel when it comes to power management. I have just installed the 2.6.39 kernel from the kernel ppa and my laptop now idles at loadavg of around 0.1
This new kernel suffers from a significant increase in wakeups a second.
