I have the same problem - the boot time has almost doubled, and a similiar jump from 4.71 to 21.15 But I still have ext3 file systems. There are other big time gaps, too: from 22.38 to 32.53, and from 37.72 to 48.38 (I suspect the last one to be a different problem, though).
