I can confirm this bug. My desktop is also configured for using a static
IP address, and the same problem arises: it is not accessible to other
computers via the vino VNC server. In Vino, it says that the computer is
accessible via the address "localhost". I have other computers using the
same Natty 64 bits, but configured for dynamic IP address, that works
OK. On these machines, Vino displays their local IP / machine name to
connect to.

Steps to reproduce:
1) Configure your network as static, entering manually information such as IP, 
subnet mask and gateway address for your local network.
2) Go in remote desktop preference (or alt-f2 vino-preferences) to activate the 
VNC server. Notice the yellow area that says this PC is only reachable via 
localhost (I have attached an image showing it).
3) You can test if other computer on the LAN are able to detect the presence of 
this VNC server... It won't be seen.
