I can confirm this with kubuntu 11.04. After logging out of kubuntu and
trying to login, I get:

"kstartupconfig4 does not exist or fails. The error code is 3." 
My .kde directory is  ~/Private/.kde. The reason for this error is that the 
ecryptfs Private directory isn't mounted.

When I login in the text console I get:

keyctl_search: required key not available
Perhaps try the interactive 'ecryptfs-mount-private'

I already had this problem with 10.08.
