I think there is a relatively easy way to narrow down if this problem is
caused by the way Ubuntu had packaged clamav or by changes made
upstream.

The klamav program has a facility for upgrading clamav if it is not
current from the upstream source.  I've tested this and it works as long
as you have all the build dependencies installed.

You should be able to install these using the following commands:

sudo apt-get install build-essential
sudo apt-get install build-dep clamav

After that you can check for updates, download, compile, and install
them through the klamav  UI.

What I'd appreciate it if you could do is install klamav, run a scan,
upgrade to 0.92 through klamav and then run the same scan again.
Finally, I'd ask you to remove the upstream provided 0.92 and reinstall
fom the Ubuntu repositories and then run the same scan again.  With that
data I'll know for sure whether to look at the Ubuntu packaging or not.
