Binary package hint: unity
Could you consider to draw top panel including menus with Compiz? If Compiz can
draw Unity launcher, why not top panel?
Application menus and indicator applets would still use GTK color scheme
defined in GTK theme, but menus would be pure Compiz like tooltips over Unity
launcher...
Compiz could draw entire UI, Unity launcher, top panel with all menus
from application menu and indicator applets. This could open new
possibilities in theming area where you could draw pretier, semi-
transparent menus with rounded bottom corners, much pretier calendar
menu(similar to GNOME3) etc.
Also this could possibly solve problems with bug 687567 "Global menu
causes white "flashes" when scrubbing/moving with mouse fast over
menus"..
