This issue is unreproducible in LibreOffice Writer via the Terminal:

cd ~/Desktop &&

Tools -> Goal Seek... -> Formula Cell $F$100 -> Target 0 -> Variable
Cell $E$7 -> OK button and notice a second later a window pops up
noting:

LibreOffice Calc
Goal Seek not successful.
No exact value found.
Insert closest value (0.00)?

YES button
