I would tend to disgree that this bug is only a matter of opinion. If there is a setting in which the user can ask for a null delay, then a null delay would be the expected behaviour, no matter the design. Perhaps by design the default delay sould not be set as zero. Ubuntu has always called a spade a spade, and a zero a zero.
