Public bug reported:

Binary package hint: kdebase-workspace

The "Application Launcher" menu, if assigned to desktop mouse clicks
rather than brought up via a panel widget, launches applications twice
every time.

How to reproduce: Bring up the Desktop settings (or Folder View
settings, whichever your desktop uses), switch to the "Mouse Actions"
page, and assign "Application Launcher" to a mouse button. Then launch
any application(s) that way.

Using a 32-bit Kubuntu 11.04 after the KDE 4.6.3 upgrade from kubuntu-
ppa, kdebase-workspace version: 4:4.6.3-0ubuntu1~ppa3

** Affects: kdebase-workspace (Ubuntu)
     Importance: Undecided
         Status: New
